William O. ''Bill'' Waters

William O. "Bill" Waters, 81, entered into rest on Tuesday, September 24, 2013.

Bill was born on February 15, 1932 in Monticello, Georgia. He was initiated into the Alpha-Beta Chapter at Mercer University on February 3, 1952. Bill was presented with the distinction of The Most Loyal Alumnus Award for Alpha-Beta Chapter on the 120th anniversary of the Mercer Chapter on December 10, 1994.

He served as District Grand Master for the districts of Western Tennessee, Mississippi, and Arkansas. He achieved the Master of Ritual Proficiency Certificate and certified 448 Brothers with 665 levels of Ritual Proficiency.

Bill promoted the Scholarship/Leadership Program of Kappa Sigma Endowment Fund and the districts he led achieved 53 Certificates of Merit and 233 Scholarships. Under his leadership, the chapters won twenty-four Awards of Excellence. Bill served the Kappa Sigma Endowment Fund as Jackson's Scribe and enrolled over 1, 300 Brothers in the One of Jackson's Men Program establishing pledges of over $1, 300, 000 for the educational programs. Bill proudly wore Pin Number 4 out of 3, 000 plus Jackson's Men. He also served as the Endowment Fund's Director of Development.

He was inducted in the Hall of Honor in 2005 as number eleven of eighteen Kappa Sigma members inducted in to the Hall of Honor. Others include the Founders of Kappa Sigma Fraternity, Worthy Grand Master Stephen Alonzo Jackson; U.S. Senator John G. Tower; U.S. Senator Robert J. Dole; Past Indiana University President Dr. John W. Ryan and his long-time friend, Luke J. Schissel Past Worthy Grand Master and Attorney from Greenwood, Mississippi.

Bill was preceded in death by his parents, Bolden C. Waters, Sr. and Cora Loyd Waters; brother, B.C. Waters, Jr.; and sister, Hazel Westfall.
